Unanswered questions from yesterday's CAA webinar/can I file late?

I counted about 60-65 unanswered questions.
In so many cases, the answer is “it is up to you to make your own interpretation, check Guidance and Tools document for general direction”. Which is fair but unclear.
What I have seen producers do, such as for the pallets question, is develop an internal analysis (ideally with a law firm or other credidble entity reviewing it vs. statute, but with five business days until the filing deadline, that may not be realistic) and keep it on file, in case there are questions. And document your methodology extensively – more, not less, as far as exposition on how you got where you got.
And (this is paramount) there will be no deadline extension. If you don’t know everything, just get in what you can get in, file what you can file, that is far preferable to filing late. The portal will remain open for late filers, but you will still be late, and there may be a penalty from the regulator (e.g. CalRecycle) if you do. My guess is the penalty will probably include a published list of late filers, which isn’t a good look.
