Is there a reference anywhere that tells us by state where pallets are to be reported and where they are exempt?
As is often the case, it is not a 100% clear “slam dunk” that pallets are excluded, but it would be reasonable to assume so. The best thing to do is to develop an internal opinion or memo to clarify your stance. Here is a supporting CalRecycles graphic:
Pallets are conditionally excluded in CA, ME, OR, MN, MD and WA provided that the are part of the pallet exchange / reuse programs. Pallets are not a covered material in CO.
