PRO requirements vs. Supplier requiremetns for Source Reduction

Has anyone talked to CAA about the PRO goals and what suppliers are meant to do regarding the source reduction targets?

These are the targets, but CAA had a webinar in Feb. that talked about how SB 54s source reduction target and the recycle recovery target are for the PRO as a whole. So does that mean the refill target is also for the PRO as a whole? Does every company have to have a refill program?

This came up in a recent Q&A. Working in lumber like I do, there is basically no way we can do refill, or bring your own container (unless the container is a pickup truck!)
What I think is the case is, these targets are averaged across all members of the PRO. If they aren’t hit, CAA will be forced to jack up the maluses until that changes.
The good news/opportunity is, the money from the maluses will go into incentives, so if you do figure it out, you could qualify for a pretty good incentive.

It sounds like it’s a wait and see situation. We’d love to have a refill program, but the R&D team has let us know it’s a logistical nightmare and would still take at least 2 years to test product stability. So… not sure how to set goals and keep product quality.
